Drawn up in 2013 after several years of work, consultations and analyses by multiple experts, the masterplan established that the Heysel Plateau should be reorganized by focusing on sustainability and quality of life, mixing urban densification and a green grid. The Masterplan is the reference document for the development of the site. It is based on 4 guiding principles.
- A diversified and coherent building programme for the area (shops, leisure activities, convention centre, housing, car parks, hotels, offices, show venue, etc.).
- Removal of surface parking areas.
- Density and urban compactness in some parts to free up other parts, dedicated to open, green and leisure spaces to promote quality of life.
- Public infrastructure and facilities to guarantee the coherence of the whole, optimize accessibility and mobility within the site.
