The development of NEO is carried out in cooperation with leading private partners, selected through public invitations to tender conducted in particular in the form of competitive dialogues. Though more cumbersome and complex, this procedure has the advantage of allowing the contracting authority to dialogue with the various candidates to develop improved projects together.
